I've gotten rid of the old hex edit fix and replaced it with a new widescreen solution (which can be accessed from the guide below). All of the past widescreen fixes have had their issues: stuttering, black characters, non-visible cutscenes, letterboxing when using the binoculars/sniper scope/picklocking and crashes in odd places (the last two were problems specific to the old hex edit fix.
